CSO 50/50 Sewer Backflow Program

About the Program

The CSO 50/50 Sewer Backflow Program was established to assist property owners located within combined sewer areas with the costs to install new sewer backflow prevention devices to protect their buildings from sewer backups as a result of combined sewer systems through a reimbursement process.

This program is conditional upon funding and approval by the Highway Commission. This program will not be retroactive and therefore reimbursement cannot be requested for backflow devices installed before initiation of this program.

How it Works and Requesting Reimbursement

Complete an Online Application below or print, complete and mail an Application Form for backflow prevention device reimbursement. The applicant must provide all pertinent information, such as the name, address and phone number of the property owner, the scope of work being requested, and any other required information. Detailed instructions of the application process are provided below:

  1. Complete the application online or fill out the form on the back of this brochure and submit it to the Department of Public Works (DPW) Environmental Protection Division (EPD) at 300 Winston Street 
  2. The application should include an approximate cost estimate. EPD will determine if the application is acceptable and will forward it to the Public Works Director to be placed on the agenda for the next Highway Commission Agenda for approval to be added onto the reimbursement list. The Commission typically meets on the 2nd Monday of each month and agendas are finalized the Wednesday before.
  3. Once approved, you will receive a letter from EPD with notification of approval. Should you be interested in proceeding, you will be asked to submit a detailed proposal of project costs to:

  1. Upon receipt of the proposal, EPD will notify you of the eligible reimbursed amount based on your project costs and if acceptable, you may contract directly with crews to construct. Please note that EPD is not approving the type of backflow device and will not be held liable for defective work or equipment.
  2. Please be advised that funding for this program is limited. Should you wish to proceed after receiving approval, please do not delay in completing the work. Your spot will be saved in line for 6 months from the time of notice and if a reimbursement request (with documentation) is not received in that time, funding could go to the next petitioner in line, until all funds are used up within the fiscal year. If you are removed from the list, you will be required to re-apply and you will receive a new position in line.  
  3. Upon completion of the work, you will be required to send documentation of installation, invoices and proof of payment to the EPD with a reimbursement request.
  4. Reimbursement will be submitted following acceptance of the required documentation.
