Any motor vehicle whose manufacturer's model year is 2000 and newer will always be titled. RSA 261:1
New Vehicle Registrations
If you recently purchased or leased a 2000 or newer vehicle, you will need one of the following along with a Bill of Sale signed by both Seller(s) and Buyer(s) or a sales receipt:
The Town Clerk's copy of your NH Title Application (Blue Paper) if your vehicle was purchased or leased from a NH Dealer, or
The actual Title or Certificate of Origin that has been signed over to you by the Seller if you purchased or leased your vehicle from a private person or from an out-of-state Dealer. If you are making payments on your vehicle, please be sure to have the name and mailing address of your Lien holder.
If you recently purchased a 1999 or older vehicle, you will need one of the following along with a Bill of Sale signed by both Seller(s) and Buyer(s) or a sales receipt:
The Seller's previous NH registration, or
The Seller's NH or out of state title, or
Form TDMV 19A, Verification of Vehicle Identification, properly completed. These forms are available at the Tax Collector's Office in Manchester, NH State DMV substations, licensed NH Dealers, and licensed State Inspection Stations.

Renewing Registrations
For vehicles owned by a person or persons, the expiration date is the last day of the primary owner's birth month. For vehicles owned by businesses or leasing companies, the expiration month varies according to the first letter of the business name. You can find your expiration date on your current registration in the Expiration Date box next to the red Permit Audit Number that appears on the right edge of the form.
For vehicles previously registered in the City of Manchester, NH a courtesy Renewal Notice with fees due will be sent to the owner or lessee on record approximately 6 weeks prior to the expiration date. The Renewal Notice will not be forwarded in the event that we do not have a correct address. Registration renewals can be processed by mail or in person at the Manchester NH Tax Collector's Office which is located at 1 City Hall Plaza West Wing. For mailed in renewals, please allow 10 to 14 days for processing. Except for renewals registered on-line, vehicles may be renewed early up to 4 months prior to expiration. Vehicles renewed up to 12 months late will still be processed as a 12-month renewal and charged the full 12-month renewal fee.

Transferring Vehicle Registrations
A transfer registration is when you have taken a plated vehicle off the road and would like to transfer the same plates from your old vehicle over to your new vehicle. On a transfer registration, we are able to apply the remaining unused permit fee credit over to the cost of the permit fee on the new vehicle. To do a transfer, the primary owner (the 1st Owner listed on the registration) or lessee of the old vehicle must be the listed primary owner or lessee of the new vehicle.
To complete a transfer registration (moving the plates from your old vehicle on to your new vehicle), you must bring in either the original or State-certified duplicate of the registration to the vehicle you took off the road. Per State Law RSA261:66, Transfer of Ownership without the registration we will not be able to transfer your plates or give you any monetary credit from the old vehicle.
If you have lost your registration, you would need to purchase a duplicate. You may do so at our office for $18 or at any DMV substation for $15.
