Rezoning Petition Process and Requirements

Rezoning Petitions should be delivered to the City Clerks Office.

Requirements:

  • 20 copies of the petition
  • $300 check made payable to the City of Manchester (covers legal notices and postage for notices of public hearing)
  • List of abutters (names and addresses)

The City Clerks Office will forward the petitions to the Planning & Community Development Director requesting review and comments within 15 days.

The Planning Department will provide Building Regulations, City Solicitor’s Office and Planning Board with a copy of the petition and request their comments be forwarded to the City Clerk within 30 days.

Once the Clerk’s Office has received comments/review and the Zoning Ordinance Amendment from the Planning & Community Development Department the petition will be placed on the next available Board of Mayor and Aldermen agenda for referral to a Public Hearing and the Committee on Bills on Second Reading. 

The City Clerk will set the date of the Public Hearing 30-45 days after the full board orders a public hearing.  

Once the date has been set abutters will be notified of the public hearing date, time and location and a legal notice will be published in the Union Leader at least 10 days before the Public Hearing.

After the Public Hearing the Zoning Ordinance amendment will go to the Committee on Bills on Second reading for technical review, to be scheduled within 45 days of the public hearing.

The Committee on Bills on Second Reading will report to the full Board regarding the Zoning Ordinance Amendment.

The Zoning Ordinance Amendment will then go to the Committee on Accounts, Enrollment & Revenue Administration for Enrollment.

The Committee on Accounts, Enrollment & Revenue Administration will report to the full Board regarding the Zoning Ordinance Amendment

The Zoning Ordinance Amendment will be placed on the Board agenda to be Ordained. 

Once the Ordinance has been Ordained, notices will be sent to abutters advising them of this action taken by the Board.  The Planning & Community Development Department and the City Solicitor’s Office will also be notified of the decision.
