Located on North Elm Street, the Rines Center houses the Welfare and Health department operations for the City of Manchester.  The building's interior lighting systems retrofit was completed in June.  The exterior Parking garage will be completed in July.  This project included motion sensors in offices and rest rooms, LED lighting for the parking garage and improve the environment and decrease the electrical energy consumption of the facility. Annual savings are expected to exceed $15,000 for this facility.
